Concejo Municipal con la presencia de autoridades regionales del MOP, DGA y DOH, abordaron las problemáticas detectadas en la extracción ilegal de material que determinaron clausura de la planta de Áridos Tres Esquinas. Alcalde Patricio Freire instó a estos organismos a involucrarse en la fiscalización y sanciones contra esta empresa. (Foto: Sesión Concejo Municipal de San Felipe)
En la ocasión estuvo presente además el Director de Obras Hidráulicas Felipe Cáceres, representantes de la Inspección Fiscal de la obra de construcción de la nueva CH-60, Gobernación Provincial y de la Dirección General de Aguas, este último organismo, recordemos, fue precisamente el que multó por más de 150 millones de pesos a la planta de áridos.
En primera instancia, el director jurídico de la municipalidad, abogado Jorge Jara, informó al Alcalde Freire y a los concejales, sobre los pasos que se han dado en torno a este caso, enfatizando que a pesar de la escasa dotación, se dispuso que inspectores municipales verificaran el cumplimiento de la medida de clausura de la planta, confirmando en terreno que se están desarrollando faenas de extracción en horario nocturno.
Al respecto, el Alcalde Patricio Freire manifestó que esta empresa no solo ha incurrido en una serie de vicios legales y medio ambientales, sino también en materia de contribuciones.
“Por eso convocamos a todas las autoridades, porque hay que ver quién le pone el cascabel al gato en esto. ¿Cómo se extrae áridos sin autorización municipal desde 2004? Eso significa también una pérdida económica para el municipio, ya que ellos deberían pagar por metro cúbico de arena extraída… Son muchos los temas que están en el aire y que debemos zanjar. Por eso es necesario trabajar de manera coordinada”, dijo el Alcalde Freire.
Añadió que “los inspectores municipales han constatado que la planta está trabajando de noche, o sea, vulneran los sellos y extraen, por lo tanto aquí viene un tema judicial que estamos evaluando. Llegaremos hasta las últimas consecuencias. Vamos a ordenar estas extracciones de áridos, porque no podemos seguir soportando esta carga”.
En este mismo sentido, el Seremi de Obras Públicas valoró la invitación del Alcalde y el Concejo Municipal, explicando que en este caso, como en otros de la región, se han evidenciado numerosas situaciones muy delicadas, tanto en lo referido al incumplimiento de la normativa establecida para la extracción de áridos, como en daño ambiental.
“Ya hay aplicación de una multa de 200 UTA por extracción indiscriminada de áridos y sin permisos correspondiente. Pero también tenemos conocimiento que producto de la construcción del tramo faltante de la carretera entre San Felipe y Panquehue, la empresa a cargo le está comprando áridos a la Empresa 3 Esquinas, por lo que estamos dando la instrucción a OHL para que no compre a terceros que no tienen los permisos”, señaló Miguel Saavedra.
El personero finalmente comprometió con el municipio un trabajo conjunto para garantizar la normativa y dar la tranquilidad respecto de que las actividades de extracción de áridos que se realicen en la comuna de San Felipe, se apeguen a lo establecido, lo que según afirmó, en el caso de 3 Esquinas en este momento, no está ocurriendo.
Tienen la pelotera con la extracción de áridos, el tema ambiental de San Felipe vale hongo, Piloli Concejal que habla más que todos los concejales juntos, les dijo de todo en la sesión.
Tienen la pelotera con los árboles mal mantenidos, tienen la pelotera con la revisión técnica en Encón, tienen la escoba con la arena contaminada que va a llegar en algún momento como todo con hechos consumados.
Áridos 3 Esquinas cometió irregularidades, al extraer áridos en las proximidades del puente Monasterio, extracción nocturna y excavación profunda que rompe el sello natural del cauce del río.
Por estos motivos se justifica una multa, pero la persecución que hay contra todas las plantas de áridos, va a acarrear un problema muy serio a la población.
Los precios de los áridos se van a disparar a valores prohibitivos, ya que no se de donde se van a extraer áridos necesarios para la construcción.
Fiscalicen, supervisen, multen, den cuotas de extracción, pero no clausuren.
El río en cada temporada de crecidas, rellena en forma natural las canteras de de extracción.
Después de 20 años se dieron cuenta que la planta estaba trabajando en forma ilegal, que increíble. Ahora se harán todas las reuniones que haya que hacer y no se quedará en nada; porque no norman la extracción, es decir, en que lugares, como, cuanto y que paguen un valor por metro 2 al municipio, porque están haciendo un gran negocio con un material nacional de uso público y con ello gab¿nan mucha plta. Pero cerrar?, de donde se sacará material para construir, de marte?, jajjaja, veremos que dicen los inteligentes y en esa reunión no estaba la empresa aludida ni menos los trabajadores…mmm
Efectivamente se hacen estos concejos sin los actores involucrados pero se los doy firmado y por favor lean el acta de esta sesión para saber quien dijo algo cuerdo por parte de los concejales y el alcalde… y los asesores se la juegan para cocinarlo todo.
Ni un brillo el concejo, puros wns sin recursos políticos para atacar los problemas que afectan a San Felipe.
