Junta de Vigilancia de la Primera Sección del Río Aconcagua, tras nuevo incidente ambiental por fisura en ducto de concentrado de cobre en División Andina, sostiene que denuncias sobre este peligro para la zona en su misión de velar por calidad de las aguas del río, no han sido resueltas. “Destacamos que se activen los nuevos sistemas y procedimientos de emergencia. Sin embargo, es necesario que la comunicación de los incidentes sea de forma inmediata, para de esa forma iniciar una alerta temprana. Es fundamental que exista transparencia sobre todos los procesos internos ante este tipo de incidentes, los que ciertamente pueden afectar a toda una comunidad”, señaló el presidente de la Junta, Javier Crasemann.
Asimismo, la Junta de Vigilancia pide, encarecidamente, que las entidades correspondientes se pronuncien sobre las denuncias ya presentadas a la Dirección General de Aguas y la Superintendencia de Medio Ambiente en abril de 2016, pidiendo investigar el ducto de concentrado involucrado en el derrame de febrero de 2016, además de pedir copia de las fiscalizaciones realizadas por la DGA entre 2013 y 2016.
En relación a la denuncia presentada a la SMA, se pidió solicitar información para conocer datos específicos de temas directamente relacionados con el derrame producido en febrero de este año. Ambas denuncias aún no son resueltas, pese a que el plazo legal ya se encuentra vencido y no tenemos antecedentes del actuar de las autoridades.
Las autoridades deberían tomar las medidas necesarias para que no se produzca un nuevo derrame en el futuro, ya que si fuera así, estaremos frente a una clara falta de servicio por parte del Estado.
El ducto no debería volver a funcionar hasta que cuente con todos sus permisos y entregue garantías de seguridad. Como Junta esperamos que Codelco Andina haga las gestiones necesarias para reemplazarlo, al transformarse en un riesgo permanente y latente para la zona, considerando que este el cuarto incidente en un año.
“Trabajemos por una minería responsable y sustentable. Queremos aportar para que Codelco ejecute proyectos sin errores ambientales. Nuestras observaciones técnicas y denuncias presentadas sólo buscan aclarar las dudas y entregar seguridad a todas las actividades productivas de la zona, como parte de nuestros deberes en el cuidado de las aguas”, enfatizó Crasemann.
