Este lunes con asistencia de distintas autoridades fue inaugurado el albergue temporal de Los Andes para personas en situación de calle, como parte del Plan Invierno 2016 con una capacidad 20 personas y una inversión cercana a los 20 millones de pesos por los 137 días en que estará funcionado. La puesta en marcha del albergue contó con la presencia del Seremi de Desarrollo Social de Valparaíso, Abel Gallardo, el gobernador interino de la provincia, Alonso Retamales, y a la Dideco del municipio andino, María Cecilia Prado.
Junto a este dispositivo, que es ejecutado por personal municipal, en Los Andes también se realiza una Ruta Social o Ruta Calle que consiste en 50 prestaciones diarias (mañana y noche) en la que se les entrega a las personas en situación de calle alimentación, un kit de higiene y abrigo y protecciones para su ruco o lugar donde habitan. Junto a eso, también se hacen derivaciones de saludos o eventuales traslados al albergue. Esta Ruta Social significa un aporte desde el Ministerio de Desarrollo Social de otros 21 millones de pesos para la comuna.
“Damos formalmente por inaugurado este albergue transitorio destinado a personas en situación de calle y lo complementamos con otro dispositivo que es la Ruta Calle, en la que se atiende de noche y mañana a las personas que viven en la calle, brindándoles alimentación y ropa seca. Un poco más de 40 millones de pesos es lo que el Estado de Chile invierte en este dispositivo, es una demostración de la voluntad de la Presidenta Michelle Bachelet de trabajar con los sectores más postergados en la población”, aseguró el seremi Abel Gallardo.
El secretario regional ministerial agregó que “las personas que viven en la calle en la Región de Valparaíso son alrededor de mil, lo que es una realidad cruda, casi invisible, y por eso esta actividad pone de relieve a un grupo humano que necesita nuestra atención. Destaco la labor que tiene el municipio por poner a disposición este albergue”.
En tanto, el Gobernador Alonso Retamales sostuvo que “quiero recalcar el trabajo de la Seremi de Desarrollo Social que permite que las políticas públicas del Gobierno de la Presidenta Michelle Bachelet se identifiquen con los más desposeídos. Hoy se establece este albergue transitorio que tiene un programa que atiende a las personas en situación de calle durante varios meses. Sin duda que la desigualdad se refleja en este contexto, con gente que por diversos motivos vive en dicha situación. Acá nos encontramos con profesionales y obreros que no se diferencian, tienen desilusiones, cosas que no programan. Ante ello, el Gobierno de Chile está preocupado y quiere acompañarlos por sus dificultades”.
De igual modo, la Dideco del municipio de Los Andes, María Cecilia Prado, contó que “el municipio es el ente ejecutor del programa financiado por el Ministerio de Desarrollo Social, y nosotros contamos con equipo técnico que está a cargo del programa y que se encuentra en la línea de Protección Social. El albergue en términos formales se abrió a fines de junio, por la preocupación del alcalde por el sistema frontal, pero ahora podemos tener un despliegue mayor de posibilidades de protección de la gente con el programa Ruta Calle, porque hay que contar con equipos que dan atención a las personas. Gracias a un trabajo sostenido, hemos podido impulsar esta labor.
Cabe recordar que el albergue para personas en situación de calle se encuentra ubicado en la avenida Presidente Salvador Allende 131 y que el Plan Invierno es parte del programa Noche Digna, que trabaja durante todo el año con personas en situación de calle. El de Los Andes es uno de los siete albergues que existen en la Región, mientras que existen en total 10 Rutas Sociales o Calle.
