Frente a la polémica suscitada entre comunidad y autoridades locales por la exploración minera que esta realizando Andes Copper al interior del sector Los Patos en Putaendo, el Seremi de Minería Alonso Retamales, aseguró que compañía canadiense hasta el momento cumple con toda la normativa exigida para efectuar dichas faenas. El Seremi de Minería sobre el revuelo que ha provocado el proyecto de Andes Copper aguas arriba del embalse Chacrillas, sostuvo que destaca que la comunidad esta activa ante estas iniciativas; “siempre es bueno que la comunidad se adelante a lo que son los procesos que llevan un proyecto como este, ya sea la presentación ante el Sistema de Evaluación Ambiental, la presentación a veces ante el Concejo Municipal en qué consisten los proyectos que vienen.”
Sin embargo en el caso de la discordia como es el proyecto de Andes Copper, Alonso Retamales sostuvo que hasta el momento han cumplido con toda la normativa; “ellos tiene su propiedad minera establecida, tienen la servidumbre para acceder a ello, que es un camino regular, un camino público, y además, hoy día están solo en una etapa de exploración que no requiere presentar proyecto ante ningún organismo del Estado. Porque una exploración implica un movimiento máximo de unas diez personas como tope para hacer movimientos regulares dependiendo de la metodología que estén utilizando para determinar cómo se da la reserva que esta faena futura podría tener.”
Agregando que; “lo que hoy día permite la exploración es determinar la forma y donde está el corazón de la reserva. Cosa que después los ingenieros empiecen a planificar como van a llevar a cabo el proyecto. Esa es recién la etapa en que esta la iniciativa de la compañía canadiense, y para realizar una exploración solo se requiere un aviso, que fue dado en forma oportuna a Sernageomin, me parece en agosto, para iniciar la exploración en el mes de septiembre, y en eso contexto ante la normativa vigente están cumpliendo con todo lo que se requiere.”
De fructificar el proyecto el Seremi dijo que sin duda este va a provocar un impacto en todo el entorno donde se desarrolle; “pero ese impacto hoy día está custodiado por una Ley y dentro de la misma esta la idea de que exista la participación ciudadana, tanto de los organismos públicos, municipales, como también de la comunidad.”
Retamales en relación al uso de agua de las faenas mineras y que es la gran preocupación surgida en la comunidad de Putaendo, sostuvo que en eso existe bastante de mito; “es una preocupación que todos la tenemos y por eso a todo nivel la autoridad está trabajando en el tema, ya sea viendo la demanda futura y la disponibilidad que tenemos. Y en eso debo decir que esta empresa tiene sus derechos de agua constituidos, pero debo decir que en el ultimo estudios que se presentó por parte de la Universidad de Chile, dice que en cada cuenca no se ocupa más del 4 a 5 por ciento del agua y que además esta industria con tanta tecnología que está saliendo esta reutilizando el agua.”
“Yo felicito la preocupación de la comunidad de Putaendo, pero también debe verse con perspectiva y además respetar la Ley vigente. Por eso insisto que hoy día Andes Copper no toma la decisión de cuándo o si lo va hacer este proyecto, solo está en algo previo que son las exploraciones.”-aseguró Alonso Retamales.
En el mismo contexto el Seremi de Minería sostuvo que el Municipio de Putaendo que ha expresado públicamente su postura ante el proyecto, nunca los ha invitado como Ministerio para requerir información; “cual es nuestro parecer o cual es la normativa vigente. Ninguna instancia comunal nos ha invitado y eso obviamente nos preocupa, porque para tomar decisión hay que hacerlo con toda la información.”
